Jim McMillan, Principle Court Technology Consultant, National Center for State Courts

Jim McMillan joined the National Center for State Courts in October 1990 and currently serves as a Principle Court Technology Consultant.

Mr. McMillan is senior faculty for the Institute for Court Management, and has provided technical assistance for trial and appellate courts and administrative offices in all 50 states in the USA. Notable consulting projects include the United States Supreme Court, Arkansas, and Massachusetts Supreme Court, and statewide court automation projects with Rhode Island, Maine, New Jersey, and South Carolina.

Internationally, Mr. McMillan has provided expertise to courts in Bosnia & Herzegovina, Bahamas, Croatia, Egypt, Trinidad & Tobago, Serbia, Ukraine, Russia, and the United Nations International Criminal Tribunal.

As Director of the Court Technology Laboratory for eleven years he was the co-recipient of the Howell Heflin Outstanding Project Award from the State Justice Institute and was co-founder of Courtroom 21 with the College of William and Mary School of Law.

He is co-author of A Guidebook for Electronic Court Filing and a contributing author to Caseflow Management: The Heart of Court Management in the New Millennium.

David BehenScott is responsible for the overall management and direction of ImageSoft, which provides technology to automate, streamline and improve workplace processes, increase productivity and reduce operating costs.

For more than 25 years he has designed and deployed document management and workflow systems for some of the largest corporate and government agencies in North America. During that time, he developed, sold and managed a large number of custom document management products and projects.

He is a Certified Document Imaging Architect, a charter recipient of the prestigious AIIM Master of Information Technology award, and a 2011 recipient of the Leaders & Innovators award presented by Lawrence Tech University.


Bill Kavanaugh, Director of North American Channel Sales, Hyland Software

Bill KavanaughBill Kavanaugh began his career at Hyland Software in 2005 as an Inside Sales Rep, and rose through the ranks of the Channel Team, eventually becoming Director of the North American Channel in January 2013. As Director, Bill oversees all Hyland Software partner activities in North America.

With a team of over 25, Bill grew the North American Channel sales 30% in his first year as Director. Already one of the most sizable teams in regards to sales revenue at Hyland, this growth has set up the NA Channel as one of the fastest growing business units at Hyland Software as well.

Bill was awarded The Channel Chief designation by CRN Magazine in 2014 and 2015. This award designates the top Channel business executives in the country.
